Decreases the Nonpublic School Early Childhood Development Program (NSECD) by $1 million to $7.5 million.

$15.1 million of the 8(g) block grant will be available for pre-k, an increase of about $1 million.
The legislature passed and the governor signed a bill to phase in pre-k for all children by the 2013-14 school year, with implementation to begin 2009-10.

Despite the funding decrease, NSECD added pre-k sites. Therefore, the decrease in FY09 funding will not affect the number of children served.
